Delivering the BIM Level 3 Promise: Turning a Handed-Over Model Into an Operational Digital Twin That Cuts Energy

The original promise of BIM went far beyond creating better 3D models. It was intended to improve the quality, cost and efficiency of designing and constructing buildings and infrastructure by enabling everyone involved to collaborate around consistent, trusted information throughout the asset lifecycle.

The greatest opportunity was meant to come after construction. A complete and accurate as-built model would be handed over to the asset and facilities management teams, giving them a rich source of information for operating, maintaining and improving the building.

In practice, this rarely happens. Models are often incomplete, disconnected from operational systems or delivered in formats that facilities teams cannot easily use. As a result, many organisations resurvey their buildings and create entirely new asset information repositories. Meanwhile, thousands of valuable BIM models are sitting unused.

This talk explores how we can finally deliver the BIM Level 3 promise by turning handed-over construction models into operational digital twins. It will explain how information about a building’s geometry, fabric, spaces, mechanical and electrical systems, and the relationships between them can be validated, enriched and connected to live operational data.

Using OptimiseAI’s semantic and AI technologies, Nick Tune will demonstrate how this information can support practical applications such as understanding building performance, identifying energy and water waste, evaluating improvement measures and helping asset managers make better investment decisions.

The construction model should not be the final output of a project. It should become the digital foundation for operating the asset more efficiently throughout its life.

Would You Let the Building Run Itself?

Buildings are becoming increasingly connected, data-rich and automated. BMS, analytics, AI and autonomous controls can now identify faults, optimise performance and make decisions with less human intervention.

But if a building starts making decisions for itself, who is responsible when something goes wrong?

This session explores the opportunities and risks of autonomous building operation, from improved performance and energy efficiency to questions around liability, insurance, warranties and operational responsibility.

Conor will examine what needs to be in place before owners and operators can genuinely trust a building to act for itself, including robust controls, good data, interoperability, cybersecurity, commissioning and clear governance.

The session will also consider where responsibility sits if an automated decision causes equipment damage, poor conditions or operational failure: with the owner, operator, controls contractor, integrator or software provider?

Ultimately, the session asks: if your building could make better decisions than you, would you let it, and who takes responsibility when it gets one wrong?

Beyond more apps: Connecting smart buildings into one AI-powered workplace experience

Smart buildings today are more connected than ever — yet the day-to-day experience of working in them often feels anything but seamless. Employees book a meeting room in one system, check office attendance in another, receive workplace announcements through a third channel, navigate a separate visitor management process, and rely on yet another tool entirely to request services or report a maintenance issue. Each system may work well on its own, but together they create friction rather than flow.

The uncomfortable truth is that this fragmentation doesn't just frustrate employees — it actively undermines the ROI of the smart building investments organisations have already made. More sensors, more dashboards, more standalone apps rarely solve the problem. In fact, they often make it worse, adding complexity for IT teams to maintain, diluting adoption, and leaving expensive infrastructure underused.

This session argues that the next real challenge for smart buildings isn't more technology — it's connection. Rather than layering on yet another isolated tool, forward-thinking organisations are learning to connect the systems they already have — calendars, room and desk booking, visitor management, workplace services, building screens, intranets, and collaboration platforms like Microsoft Teams or Google Chat — into a single, seamless entry point for the workplace experience.
